De centrar-nos en la correcci\u00f3 dels problemes i limitacions de l\u2019individu hem passat a fixar-nos en l\u2019entorn i en la provisi\u00f3 dels suports necessaris per al seu desenvolupament i qualitat de vida. Mentre que les condicions particulars de la discapacitat s\u00f3n dif\u00edcilment alterables, la qualitat de l\u2019entorn, les oportunitats que constru\u00efm i els suports que oferim i que canviaran radicalment la seva vida s\u00ed que s\u00f3n una responsabilitat de la societat i particularment dels serveis i professionals.<\/p>\n<blockquote><p>De centrar-nos en la correcci\u00f3 dels problemes i limitacions de l\u2019individu, hem passat a fixar-nos en l\u2019entorn i en la provisi\u00f3 dels suports necessaris per al seu desenvolupament i qualitat de vida<\/p><\/blockquote>\n<p>El que acabo d\u2019assenyalar ha comportat la transformaci\u00f3 m\u00e9s important dels sistemes educatiu i social arreu del mon en les \u00faltimes d\u00e8cades. Aix\u00ed ho han reconegut els organismes internacionals (NU, UNESCO, OCDE, EASNIE) i els seus postulats han estat incorporats a la legislaci\u00f3 de tots els pa\u00efsos.<\/p>\n<p>A Catalunya (i a Espanya) els primers canvis es van produir a la meitat dels any vuitanta del segle passat, primer promovent la integraci\u00f3 i despr\u00e9s la inclusi\u00f3 (Declaraci\u00f3 de Salamanca, 1994). Les darreres iniciatives legislatives (LEC; Decret 150\/2017 i la LOMLOE) consagren la inclusi\u00f3\u00a0 com a principi del sistema educatiu. Es pronuncien clarament a favor de que els serveis i centres espec\u00edfics (entre ells els centres d\u2019educaci\u00f3 especial-CEE) han de transformar-se i trobar el seu paper en el marc de la inclusi\u00f3 educativa i social. \u00c9s a dir, uns centres i serveis concebuts des de la l\u00f2gica de la \u201crehabilitaci\u00f3\u201d de l\u2019individu per part d\u2019un especialista, han de trobar la seva funci\u00f3 en una l\u00f2gica diferent: convertir-se en entorns perqu\u00e8 totes les persones trobin les oportunitats per a cr\u00e9ixer i gaudir la vida, proveint els suports necessaris.<\/p>\n<p>Els CEE estan, doncs, cridats a repensar les seves funcions, perqu\u00e8 els objectius pels quals foren creats han deixat de tenir sentit. Quins haurien de ser els eixos entorn dels quals els CEE haurien de transformar-se, per tal d\u2019acomodar-se al dret de l\u2019alumnat a la inclusi\u00f3, seguint la legislaci\u00f3 i les recomanacions dels organisme internacionals? Els CEE haurien de promoure canvis en les seves \u201ccultures\u201d (valors); en les seves \u201cpol\u00edtiques\u201d (normativa); i en les seves \u201cpr\u00e0ctiques\u201d.<\/p>\n<blockquote><p>Els centres d&#8217;educaci\u00f3 especial haurien de promoure canvis en les seves cultures, en les seves pol\u00edtiques i en les seves pr\u00e0ctiques<\/p><\/blockquote>\n<p>Pel que fa a les <strong>cultures<\/strong> (valors), els canvis m\u00e9s importants tenen\u00a0 a veure amb el reconeixement dels drets i amb la mirada que tenim respecte dels nostres alumnes. La pregunta, ja no \u00e9s qu\u00e8 t\u00e9 l\u2019alumne o quins s\u00f3n els problemes que hem de corregir sin\u00f3, com el puc ajudar, quines s\u00f3n les seves fortaleses i quines les seves necessitats de suport per a promoure el seu desenvolupament cognitiu, social i emocional. Respondre a aquestes preguntes suposa un canvi en les prioritats i en les pr\u00e0ctiques.<\/p>\n<p>Quant a les <strong>pol\u00edtiques<\/strong> (normativa), suposa, sobretot, canvis en el projecte de centre; entre altres, l\u2019organitzaci\u00f3 (coordinaci\u00f3 interna i externa) de l\u2019equip i repensar la funci\u00f3 dels \u201cespecialistes\u201d que ara tindran com objectiu la millora de l\u2019entorn (experi\u00e8ncies educatives a l\u2019aula i a l\u2019escola) per tal que tots els alumnes participin, siguin valorats, i assoleixin els objectius educatius establerts.<\/p>\n<p>Finalment, s\u2019han de fomentar canvis en les <strong>pr\u00e0ctiques<\/strong> educatives. En primer lloc, en l\u2019avaluaci\u00f3; hem d\u2019abandonar procediments i sistemes que ens informen de la gravetat dels problemes i de les limitacions (quocient intel\u00b7lectual, etc.) per aprendre a avaluar\u00a0 les seves possibilitats i necessitats de suport. En segon lloc, l\u2019adopci\u00f3, com a referent, de les compet\u00e8ncies establertes en el curr\u00edculum per a tots els alumnes. I, en tercer lloc, recon\u00e8ixer que l\u2019entorn familiar \u00e9s, conjuntament amb l\u2019escola, un entorn b\u00e0sic de desenvolupament i que \u00e9s una funci\u00f3 de l\u2019escola aprendre a treballar amb les fam\u00edlies assegurant la seva participaci\u00f3.<\/p>\n<p>Tots aquests canvis contribuiran a la necess\u00e0ria transformaci\u00f3 dels CEE en centres de\u00a0 recursos per a la inclusi\u00f3, garantia i condici\u00f3 del seu futur en el marc de l\u2019escola inclusiva.<\/p>\n<hr \/>\n<h6>[ el proper 30 de mar\u00e7 el professor Climent Gin\u00e9 impartir\u00e0 el seminari en l\u00ednia &#8220;<a href=\"https:\/\/www.diba.cat\/es\/web\/educacio\/-\/la-transformaci%C3%B3-de-les-escoles-municipals-d-educaci%C3%B3-especial-segons-el-decret-d-inclusi%C3%B3\" target=\"_blank\" rel=\"noopener\">La transformaci\u00f3 de les escoles municipals d&#8217;educaci\u00f3 especial segons el Decret d&#8217;inclusi\u00f3<\/a>&#8220;, una formaci\u00f3 adre\u00e7ada a mestres de centres d&#8217;educaci\u00f3 especial municipals en el marc del programa de <a href=\"https:\/\/www.diba.cat\/es\/web\/educacio\/pf\/i_formacio\" target=\"_blank\" rel=\"noopener\">formaci\u00f3 en educaci\u00f3<\/a> de la Diputaci\u00f3 de Barcelona ]<\/h6>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La progressiva adopci\u00f3 del model ecol\u00f2gic i social en l\u2019\u00e0mbit de la discapacitat i, en particular, de la discapacitat intel\u00b7lectual, ha comportat un canvi en el focus de l\u2019atenci\u00f3 als alumnes i, en general, a totes les persones amb discapacitat.
