{"id":3333,"date":"2022-06-22T22:12:30","date_gmt":"2022-06-22T22:12:30","guid":{"rendered":"https:\/\/diarieducacio.cat\/educaciolocal\/?p=3333"},"modified":"2024-08-08T10:52:42","modified_gmt":"2024-08-08T08:52:42","slug":"envers-una-agenda-local-de-lfp-un-repte-dificil-una-finestra-doportunitat","status":"publish","type":"post","link":"https:\/\/diarieducacio.cat\/educaciolocal\/2022\/06\/22\/envers-una-agenda-local-de-lfp-un-repte-dificil-una-finestra-doportunitat\/","title":{"rendered":"Envers una agenda local de l&#8217;FP: un repte dif\u00edcil, una finestra d\u2019oportunitat"},"content":{"rendered":"<p>L\u2019<a href=\"https:\/\/reis.cis.es\/REIS\/PDF\/REIS_178_081647353004069.pdf\" target=\"_blank\" rel=\"noopener\">estudi<\/a>, que vam elaborar des de l&#8217;<a href=\"https:\/\/iermb.uab.cat\/ca\/\" target=\"_blank\" rel=\"noopener\">lEMRB<\/a> a partir d\u2019una an\u00e0lisi de l\u2019alumnat de postobligat\u00f2ria de Barcelona durant tres cursos (13.000 alumnes, cursos 2016 a 2018), posava de relleu com <strong>l\u2019augment de matr\u00edcula de l&#8217;FP no ha canviat substancialment la seva situaci\u00f3 de desprestigi social i educatiu<\/strong>.<\/p>\n<p>En aquest sentit, l\u2019an\u00e0lisi (a partir de dades del Registre d\u2019Alumnat de Catalunya, cedides pel Consorci d\u2019Educaci\u00f3 de Barcelona) va identificar com l\u2019itinerari acad\u00e8mic, de Batxillerat, presentava traject\u00f2ries amb majors avantatges comparatius: el 70% de l\u2019alumnat d\u2019aquest itinerari provenia d\u2019instituts privats, i el 82% de grups de baixa complexitat; tamb\u00e9 es tractava d\u2019alumnat amb molt poca repetici\u00f3 (taxa d\u2019idone\u00eftat del 95%), noies (54%), aut\u00f2ctones (92%), sense necessitats educatives especials (92% no les tenien) i amb una renda per c\u00e0pita del barri on viuen relativament alta (124, essent la mitjana de Barcelona 100).<\/p>\n<p>En comparaci\u00f3 l\u2019itinerari professional mostrava traject\u00f2ries m\u00e9s err\u00e0tiques i perif\u00e8riques acad\u00e8micament: l\u2019alumnat d\u2019aquest itinerari provenia d\u2019instituts p\u00fablics (47%), grups d\u2019alta complexitat social (39%), major repetici\u00f3 (taxa d\u2019idone\u00eftat de nom\u00e9s el 67%); i es tractava de nois (64%), sovint estrangers (15%) i\/o diagnosticat amb necessitats educatives especials (24%), i amb una renda comparativament baixa (96, per sota la mitjana de Barcelona).<\/p>\n<p>Aix\u00ed doncs, l\u2019evoluci\u00f3 de l&#8217;FP durant l\u2019\u00faltima d\u00e8cada ofereix una valoraci\u00f3 ambivalent. D\u2019una banda, des de 2008 l&#8217;FP s\u2019ha convertit en una oportunitat educativa en un per\u00edode de crisi econ\u00f2mica, i ha augmentat exponencialment la seva matr\u00edcula. Per\u00f2, d\u2019altra banda, tot i cr\u00e9ixer espectacularment, el manteniment de les difer\u00e8ncies socials i educatives entre Batxillerat i FP ha contribu\u00eft a consolidar l\u2019estratificaci\u00f3 i desigualtat entre vies acad\u00e8miques i professionals.<\/p>\n<p>Aquests resultats assenyalen que, encara avui, <strong>l\u2019origen social \u00e9s un factor clau a l\u2019hora de triar una via acad\u00e8mica o una de professional, la qual cosa apunta a din\u00e0miques de reproducci\u00f3 social, limitada igualtat d\u2019oportunitats educatives, i al redu\u00eft grau d\u2019equitat social del nostre sistema educatiu<\/strong>.<\/p>\n<blockquote><p>Cal evitar els discursos triomfalistes sobre l&#8217;FP i alhora cal augmentar el seu prestigi socioeducatiu; el m\u00f3n local \u00e9s un espai privilegiat per a entomar aquest repte<\/p><\/blockquote>\n<p>\u00c9s imprescindible, doncs, evitar els discursos excessivament triomfalistes sobre l&#8217;FP i, alhora, augmentar el seu prestigi socioeducatiu. Justament, <strong>el m\u00f3n local, \u00e9s un espai privilegiat<\/strong> <strong>per a entomar aquest repte<\/strong>, en concret, a trav\u00e9s de les accions seg\u00fcents:<\/p>\n<ul>\n<li><strong>Una planificaci\u00f3 territorial de l&#8217;FP des d\u2019una perspectiva local<\/strong>, que ha d\u2019aconseguir assolir el dif\u00edcil equilibri entre les prefer\u00e8ncies de l\u2019alumnat, les necessitats del teixit econ\u00f2mic local, i una oferta educativa coherent, equitativa i complement\u00e0ria. <strong>La recentment aprovada <\/strong><em><a href=\"https:\/\/www.boe.es\/eli\/es\/lo\/2022\/03\/31\/3\"><strong>Ley Org\u00e1nica 3\/2022, de 31 de marzo, de ordenaci\u00f3n e integraci\u00f3n de la Formaci\u00f3n Profesional<\/strong><\/a><\/em><strong> \u00e9s una gran finestra d\u2019oportunitat per a fer-ho<\/strong>, ja que es planteja -entre d\u2019altres- un nou sistema de planificaci\u00f3 (art. 24) o la creaci\u00f3 d\u2019un Mapa de l&#8217;FP. Caldr\u00e0 veure, per\u00f2, quin \u00e9s l\u2019espai pol\u00edtic que s\u2019obre als ens locals per participar-hi.<\/li>\n<li><strong>Una orientaci\u00f3 m\u00e9s individualitzada entre al tr\u00e0nsit a l\u2019educaci\u00f3 <\/strong><strong>postobligat\u00f2ria. <\/strong>Les transicions entre la secund\u00e0ria postobligat\u00f2ria i la postobligat\u00f2ria s\u00f3n un dels moments m\u00e9s cr\u00edtics del nostre sistema educatiu. La Diputaci\u00f3 ofereix un ampli cat\u00e0leg de <a href=\"https:\/\/www.diba.cat\/web\/oel\/orientacio-i-transicions\/-\/cercador\/cerca\">dispositius d\u2019orientaci\u00f3<\/a>, que s\u00f3n un element necessari -per\u00f2 no suficient, per assegurar unes transicions m\u00e9s senzilles i justes. Bona part d\u2019aquestes dificultats es deuen al fet que els municipis han de dur a terme aquesta tasca davant m\u00faltiples obstacles: la manca d\u2019implicaci\u00f3 d\u2019altres administracions; les din\u00e0miques internes del sistema educatiu (p.ex., agrupacions de l\u2019alumnat al llarg de l\u2019ESO); la desigual valoraci\u00f3 social del coneixement aplicat versus del te\u00f2ric; o les din\u00e0miques familiars de reproducci\u00f3 i clausura social -i la prefer\u00e8ncia quasi universal per les vies acad\u00e8miques.<\/li>\n<\/ul>\n<p>Tot i aix\u00ed, la planificaci\u00f3 i l\u2019orientaci\u00f3 s\u00f3n eines que, amb una perspectiva arrelada al territori, i amb un focus decidit envers l\u2019equitat social, poden permetre avan\u00e7ar en la dif\u00edcil per\u00f2 imprescindible tasca de dignificaci\u00f3 de les vies professionals.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>L\u2019estudi, que vam elaborar des de l&#8217;lEMRB a partir d\u2019una an\u00e0lisi de l\u2019alumnat de postobligat\u00f2ria de Barcelona durant tres cursos (13.000 alumnes, cursos 2016 a 2018), posava de relleu com l\u2019augment de matr\u00edcula de l&#8217;FP no ha canviat substancialment la seva situaci\u00f3 de desprestigi social i educatiu.
