{"id":36,"date":"2014-10-14T06:29:37","date_gmt":"2014-10-14T06:29:37","guid":{"rendered":"https:\/\/diarieducacio.cat\/senderi\/?p=36"},"modified":"2024-05-13T13:08:50","modified_gmt":"2024-05-13T11:08:50","slug":"democracia-educacio-globalitzacio-limits-dilemes-altres-reflexions","status":"publish","type":"post","link":"https:\/\/diarieducacio.cat\/senderi\/2014\/10\/14\/democracia-educacio-globalitzacio-limits-dilemes-altres-reflexions\/","title":{"rendered":"Democr\u00e0cia, educaci\u00f3 i globalitzaci\u00f3: l\u00edmits, dilemes i altres reflexions"},"content":{"rendered":"<p>Aix\u00ed doncs, si considerem que, per una banda, la globalitzaci\u00f3 ha significat creixement tecnol\u00f2gic i cient\u00edfic, desenvolupament en les comunicacions i en la mobilitat \u2013 tant f\u00edsica (de persones) com abstracta (d\u2019informaci\u00f3) -, reducci\u00f3 de les dist\u00e0ncies, augment dels intercanvis i desplegament d\u2019un model econ\u00f2mic basat en la sobreexplotaci\u00f3 tant de persones com del medi ambient; per altra banda, tamb\u00e9 ha significat l\u2019afebliment de la capacitat real de decisi\u00f3 dels governs nacionals, la p\u00e8rdua de poder d\u2019actuaci\u00f3 de la ciutadania, la proliferaci\u00f3 de borses de marginaci\u00f3, vulnerabilitat social i desequilibris, i injust\u00edcies socials associades a situacions d\u2019alta conflictivitat.<\/p>\n<p>Es comparteixi o no aquest diagn\u00f2stic d\u2019aquest moment actual, estarem d\u2019acord que \u00e9s un fenomen que caracteritza la realitat per ser m\u00e9s complexa, oberta, plural, din\u00e0mica i incerta que en les \u00e8poques anteriors. Aix\u00f2 ens indica que hem arribat a un punt que \u00e9s imprescindible revisar els plantejaments pedag\u00f2gics que fins ara s\u2019han plantejat. Per tant, la creixent complexitat del coneixement del m\u00f3n, l\u2019enfortiment de les societats democr\u00e0tiques, la construcci\u00f3 de la identitat individual i col\u2022lectiva com a ciutadans i ciutadanes s\u2019haurien de constituir com els referents a qui els discursos i plantejaments pedag\u00f2gics haurien de donar respostes.<\/p>\n<p>Nogensmenys important \u00e9s desestimar les repercussions de la globalitzaci\u00f3 en relaci\u00f3 a la democr\u00e0cia com a sistema de govern. En els darrers anys s&#8217;han consolidat dues idees claus que posen en dubte el mateix funcionament democr\u00e0tic. Per una banda, observem la creixent desconfian\u00e7a de la ciutadania envers \u00a0les institucions de la democr\u00e0cia formal, \u00a0ja siguin els partits pol\u00edtics, els parlaments o els governs. Per altra banda, \u00a0detectem el malestar i la desafecci\u00f3 de la ciutadania amb el funcionament real d\u2019aquestes institucions democr\u00e0tiques.<\/p>\n<p>Les causes poden ser m\u00faltiples com la caiguda de les grans ideologies, el efecte deslegitimador de la pol\u00edtica dels mitjans audiovisuals en busca de l&#8217;entreteniment, la p\u00e8rdua de poder deliberatiu dels parlaments, l&#8217;allunyament dels pol\u00edtics respecte preocupacions i problemes socials, etc; per\u00f2, immersa en aquesta situaci\u00f3, sorgeix una ra\u00f3 associada a l&#8217;impacte de la globalitzaci\u00f3 sobre la capacitat real de decisi\u00f3 dels governs nacionals. La idea imperant \u00e9s que el proc\u00e9s de globalitzaci\u00f3 ha sostret als governs nacionals el poder de decisi\u00f3 i actuaci\u00f3 a favor del mercat financer, les multinacionals o els loobys de qualsevol tipus d&#8217;\u00e0mbit.<\/p>\n<p>Per tant, si democr\u00e0cia significa participar i poder decidir en la comunitat pol\u00edtica, aquestes possibilitats s\u00f3n limitades i, en alguns casos, impossibles en els \u00e0mbits que realment s\u00f3n significatius i tenen incid\u00e8ncia en el dia a dia de la ciutadania. Quin grau de decisi\u00f3 t\u00e9 la ciutadania envers el poder financer? I el poder energ\u00e8tic? I el poder medi\u00e0tic? Podem imaginar formes de democr\u00e0cia m\u00e9s radicals? Si tan important \u00e9s la deliberaci\u00f3 ciutadana en una societat democr\u00e0tica, per qu\u00e8 no s&#8217;imposa l&#8217;elecci\u00f3 democr\u00e0tica dels dirigents de les entitats financeres, energ\u00e8tiques o medi\u00e0tiques? Si tan important \u00e9s la participaci\u00f3 en l&#8217;esfera p\u00fablica, per qu\u00e8 no exigir la seva obligarietat? Si tan important \u00e9s la responsabilitat ciutadana, per qu\u00e8 no obligar a la ciutadania a participar en la societat civil? Conv\u00e9 plantejar tot aquest tipus de reflexions i intentar esbrinar qu\u00e8 i com pot ajudar l\u2019educaci\u00f3 a trobar respostes o, almenys, alternatives de pensament i d\u2019acci\u00f3.<\/p>\n<p>Una bona part de la producci\u00f3 liter\u00e0ria sobre el refor\u00e7ament de la democr\u00e0cia i, en conseq\u00fc\u00e8ncia, la promoci\u00f3 de la ciutadania sembla senzillament buida de contingut. Cap d&#8217;elles sembla capa\u00e7 d&#8217;oferir una alternativa possible a la democr\u00e0cia formal, nom\u00e9s aporten singularitats apreciables les propostes d&#8217;esquerra i la seva democr\u00e0cia participativa o el republicanisme c\u00edvic i la seva responsabilitat com a ciutad\u00e0; per\u00f2, cal recordar que nom\u00e9s s\u00f3n cessions de poder de les institucions formals envers la ciutadania en la decisi\u00f3 de certs aspectes i tots ells d&#8217;\u00e0mbit local. Adela Cortina ens recorda que \u201csi refusem ser els protagonistes d&#8217;aquesta hist\u00f2ria, podem tenir la certesa que ning\u00fa pot fer-la&#8230; Els ciutadans som insubstitu\u00efbles en la construcci\u00f3 del nostre m\u00f3n moral\u201d. Per tant, una democr\u00e0cia no pot funcionar sense l&#8217;exist\u00e8ncia d&#8217;una ciutadania activa. Una ciutadania que sigui capa\u00e7 d&#8217;oferir solucions a la desafecci\u00f3 i apatia pol\u00edtica i que sigui capa\u00e7 de donar resposta als reptes que planteja la globalitzaci\u00f3. En definitiva, un ciutad\u00e0 que esdevingui agent d&#8217;influ\u00e8ncia pol\u00edtica. Com podem educar per a una ciutadania activa?<br \/>\nEducar per a una ciutadania activa suposa apostar per un model educatiu m\u00e9s obert, m\u00e9s global i m\u00e9s comprehensiu en el que les persones aprenguin a construir i construeixin el seu propi model de vida i contribueixin a la vegada a la construcci\u00f3 d&#8217;un mode de viure en comunitat m\u00e9s just i democr\u00e0tic. Significa entendre l\u2019educaci\u00f3 en sentit ampli, \u00e9s a dir, que l\u2019educaci\u00f3 no s\u2019hauria d\u2019entendre \u00fanicament com a via per a la transmissi\u00f3 d\u2019uns continguts sovint caducs, est\u00e0tics, fragmentats i simplistes; sin\u00f3 que s\u2019hauria d\u2019entendre com a proc\u00e9s per crear les condicions d\u2019aprenentatge que vagin en aquesta l\u00ednia m\u00e9s oberta, global i comprehensiva. En aquest sentit, haur\u00edem de pensar, en primer lloc, en promoure l\u2019autonomia, la interdepend\u00e8ncia, la participaci\u00f3, la implicaci\u00f3 i la transformaci\u00f3 de la societat; i, en segon lloc, la indagaci\u00f3, l\u2019an\u00e0lisi cr\u00edtica, la reflexi\u00f3, la construcci\u00f3 conjunta de coneixement i el desenvolupament d\u2019alternatives a les problem\u00e0tiques actuals i futures tant de la comunitat m\u00e9s propera com la m\u00e9s llunyana.
