Fen\u00f2mens com la creixent pobresa infantil, l\u2019impacte de la digitalitzaci\u00f3 o la davallada de l\u2019\u00fas social del catal\u00e0 converteixen els centres educatius en espais d\u2019intervenci\u00f3 priorit\u00e0ria per a les administracions. No obstant aix\u00f2, molts dels reptes actuals \u2014com les desigualtats en el rendiment acad\u00e8mic, l\u2019abandonament escolar, la diversitat creixent a les aules o la bretxa digital\u2014 excedeixen la capacitat d\u2019actuaci\u00f3 de les escoles i instituts si han d\u2019afrontar-los de manera a\u00efllada.<\/p>\n\n\n\n<p>Tot i que les pol\u00edtiques d\u2019autonomia escolar han perm\u00e8s una major adaptaci\u00f3 dels centres al seu entorn i han potenciat la presa de decisions des de dins, aquestes s\u2019han demostrat insuficients per donar resposta a reptes sist\u00e8mics com l\u2019equitat, la inclusi\u00f3 o la millora dels aprenentatges. Aquesta situaci\u00f3 ha generat, en molts casos, una sensaci\u00f3 d\u2019a\u00efllament per part dels centres, sobretot aquells situats en contextos vulnerables, i una major desigualtat en l\u2019oferta educativa.<\/p>\n\n\n\n<p>Arreu del m\u00f3n s\u2019estan explorant models alternatius de governan\u00e7a escolar que superen els l\u00edmits del centre educatiu. Un dels m\u00e9s destacats \u00e9s el de la <em>zona educativa<\/em>, entesa com un \u00e0mbit territorial delimitat on diversos centres, administracions i agents del territori treballen coordinadament per fer front a necessitats compartides i impulsar projectes educatius comuns. Experi\u00e8ncies en pa\u00efsos com Portugal, Xile, Pa\u00efsos Baixos o Irlanda del Nord evidencien el potencial transformador d\u2019aquest enfocament territorial.<\/p>\n\n\n\n<p>A Catalunya, la mateixa Llei d\u2019Educaci\u00f3 (LEC), en el seu article 176, contempla les zones educatives com a unitats de programaci\u00f3 de l\u2019oferta educativa i de coordinaci\u00f3 territorial. Malgrat que aquest marc legal existeix, el desplegament de les zones ha sigut inexistent, i no hi ha hagut una atribuci\u00f3 clara de funcions en \u00e0mbits pedag\u00f2gics, de governan\u00e7a ni de coordinaci\u00f3 integral entre agents.<\/p>\n\n\n\n<p>Els models m\u00e9s consolidats de zona educativa apunten cap a una governan\u00e7a compartida i arrelada al territori, que fomenta aliances estables entre escoles, administracions i agents comunitaris. L\u2019evid\u00e8ncia apunta de forma emergent que aquest enfocament permet dissenyar respostes educatives adaptades a la realitat de cada zona, fonamentades en criteris de <em>proximitat, corresponsabilitat i sostenibilitat<\/em>. Tamb\u00e9 permeten compartir recursos d\u2019acompanyament pedag\u00f2gic i per al suport administratiu als centres. A m\u00e9s, si es coordinen amb altres pol\u00edtiques p\u00fabliques (socials, sanit\u00e0ries, culturals), les zones educatives poden contribuir de manera significativa a la millora de l\u2019equitat, del benestar de l\u2019alumnat i de la qualitat educativa.<\/p>\n\n\n\n<p>Assolir aquests objectius implica tamb\u00e9 repensar el model d\u2019autonomia escolar i d\u2019avaluaci\u00f3. Cal avan\u00e7ar cap a sistemes m\u00e9s <em>democr\u00e0tics i horitzontals<\/em>, basats en la confian\u00e7a i la col\u00b7laboraci\u00f3 entre agents, per\u00f2 tamb\u00e9 en la definici\u00f3 d\u2019objectius compartits i avaluables a escala de zona.<\/p>\n\n\n\n<p>Amb l\u2019objectiu de posar sobre la taula aquestes q\u00fcestions i debatre\u2019n les implicacions, el pr\u00f2xim dilluns 2 de juny a les 9h, tindr\u00e0 lloc a la sala d\u2019actes de Rosa Sensat una jornada organitzada per la Universitat Aut\u00f2noma de Barcelona (UAB), el Consorci d\u2019Educaci\u00f3 de Barcelona (CEB) i la Federaci\u00f3 de Moviments de Renovaci\u00f3 Pedag\u00f2gica de Catalunya (FMRPC), en el marc del projecte europeu ACCOUNTED, finan\u00e7at pel Consell Europeu de Recerca (ERC).<\/p>\n\n\n\n<p>La jornada, adre\u00e7ada a responsables de pol\u00edtiques educatives, t\u00e8cnics locals d\u2019educaci\u00f3, serveis educatius i inspecci\u00f3, col\u00b7lectius de professionals de l\u2019educaci\u00f3, i investigadores en l\u2019\u00e0mbit de les pol\u00edtiques educatives, vol ser un espai de reflexi\u00f3 i aprenentatge compartit a partir d\u2019experi\u00e8ncies internacionals i locals que han desenvolupat models de governan\u00e7a territorial per donar suport a la millora educativa. Els objectius centrals de la trobada s\u00f3n:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Difondre experi\u00e8ncies de zones educatives amb funcions de governan\u00e7a i coordinaci\u00f3 educativa.<\/li>\n\n\n\n<li>Analitzar l\u2019impacte d\u2019aquestes pol\u00edtiques en \u00e0mbits com el rendiment acad\u00e8mic, la qualitat pedag\u00f2gica, la corresponsabilitat entre agents i el benestar dels membres de la comunitat educativa.<\/li>\n\n\n\n<li>Reflexionar sobre els reptes que implica implementar aquest tipus de pol\u00edtiques a Catalunya i la seva possible transfer\u00e8ncia al nostre context, tenint en compte la diversitat territorial.<\/li>\n<\/ul>\n\n\n\n<p>En un moment en qu\u00e8 les desigualtats educatives s\u2019accentuen i les demandes socials s\u00f3n m\u00e9s complexes, la col\u00b7laboraci\u00f3 i la governan\u00e7a territorial s\u00f3n claus per garantir una educaci\u00f3 de qualitat per a tot l\u2019alumnat.
